Description
Corporate Controller in the Budget Service, Corporate Planning, Budget and Controlling Division of the Finance, Planning and Controlling Department, Directorate of Internal Services.

You will report to the Head of the Budget Service in the Corporate Planning, Budget and Controlling Division of the Finance, Planning and Controlling Department, Directorate of Internal Services, and will be responsible for the preparation of the Agency’s budgets, assessing, monitoring and controlling the resources of a domain of activities and coordinating one or more end-to-end processes within the Corporate Business Planning and Control framework.

Duties
Your tasks and responsibilities will include:
• leading an end-to-end controlling process, such as the Agency’s budget or multi-year planning, within the Agency by coordinating, assessing and consolidating plans, including as input to other controlling processes, to support decision-making;
• participating in relevant Governing Boards and interfacing with the Director/Business Unit Controlling Office as well as with Member States for financial matters and preparing bilateral meetings with Member States as required;
• providing inputs for periodic reporting to the Director General/Executive Board and to Member States;
• assessing in-year and multi-year resource plans, such as cost, cash, income and workforce/workload, procurement and schedule plans, and related risks, analysing deviations from planning;
• determining measures with directorates to correct deviations from planning;
• analysing the pace of implementation of programmes to help devise financial programmatic corridors and targets for activity domains;
• supporting the preparation of Council meetings at ministerial level and bilateral discussions with Member States as required, for example by reviewing programme proposals, declarations/resolutions and implementing rules;
• supporting the preparation of financial documents issued to the Administrative and Finance Committee and/or Council of strategic importance to Member States when assessing their internal resource planning;
• contributing to the Finance Department’s digitalisation initiatives by indicating requirements for specific processes to be digitalised, liaising with directorates or Member States if needed and supporting change management;
• contributing to other planning, monitoring, reporting and controlling tasks as requested by management.

Technical competencies
Knowledge of the applicable cost and financial regulatory framework, including general accounting principles

Education
A master’s degree in business administration, engineering or a related discipline is required for this post.

In accordance with the European Space Agency’s security procedures and as part of the selection process, successful candidates will be required to undergo basic screening before appointment conducted by an external background screening service.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
