Terre des Hommes Netherlands is looking for a Consultant dedicated to set up a Sexual Exploitation of Children (SEC) Scoping study in the Netherlands.

B a ckground

Terre des Hommes Netherlands (TdH NL) protects children by preventing and responding to child exploitation, and by empowering children to influence policy and practice.

As catalysts for systemic change, TdH NL collaborates with diverse partners to build protective environments for children and create lasting changes in children’s lives. Through child-centred, trauma-informed and intersectional approaches we empower children and their communities, co-create solutions with and for children while ensuring their meaningful participation and safeguarding.

We connect them with those who have power to enact change and advocate and influence duty bearers. We use our knowledge and expertise on child exploitation issues to generate evidence through research and documented learning to expand knowledge, co-create solutions that are proven to work, and scale successful approaches through our networks.

TdH NL’s SEC programme envisions a world where “children, in all their diversity, are safe from all forms of sexual exploitation, enjoy their rights, and have influence”.

We work to leverage and complement the work of other agencies, NGOs, formal and informal community groups and government actors, based on an analysis of our optimal contribution to lasting changes in the lives of children at risk and survivors of sexual exploitation.

We are currently active in Europe (specifically Brussels), East Africa, the MENA region and Southeast Asia, where we build local and global partnerships, coalitions and networks for joint learning and action. Through this consultancy, we would like to develop an evidence-base to extend our work to the Netherlands, where the organisation’s head office is based. Initially, this exploration will not include the Overseas territories of the Netherlands.

This objectives of this consultancy are as follows:

  • Provide an evidence-base for programming and advocacy related to the sexual exploitation of children in the Netherlands, identifying the needs, root causes, most at risk children and gaps in current policies, services and programmes
  • Clarify the strategic and value added contribution that TdH NL could make to prevention and response
  • Identify potential partners, targets and beneficiaries for SEC programming and advocacy in the Netherlands
  • Determine the risks, opportunities, strengths and weaknesses of programming in the Netherlands
  • Develop a concept note for a comprehensive SEC programme in the Netherlands that is informed by TdH NL’s strategic plan.

This consultancy will include the following activities:

  • Review of TdH NL’s strategic framework, SEC Thematic Programme design documents and other relevant background documents.
  • Analysis of laws and policies in the Netherlands, considered in relation to EU regional and international human rights commitments.
  • Review of media articles, published academic literature and grey literature on child sexual exploitation in the Netherlands.
  • Semi-structured interviews or focus group discussions with TdH NL staff in the Netherlands and selected staff in the SEC programme who operate more globally.
  • Semi-structured interviews or focus group discussions with key stakeholders, including grassroots organisations, NGOs, academic institutions, government officials and private actors who have knowledge or experience in policy and programming on SEC in the Netherlands.
  • If viable within the time frame and in consideration of ethical approval processes, meaningful consultation with diverse children.
  • Analysis and writing the scoping study report, including executive summary, situational analysis, needs analysis, stakeholder mapping, SWOT analysis and list of references.
  • Development of a concept note for the new Dutch programme, including Theory of Change.
  • Presentation of the scoping study report and concept note.

The consultant will be expected to deliver the following:

  • Inception report outlining alignment with TdH NL’s strategy, conceptual framework, scope, methodology, sampling criteria, ethical framework, safeguarding and integrity measures, and timeline
  • Scoping report (draft and final)
  • Concept note for the new Dutch programme
  • PPT for the scoping study findings and concept note

The consultant will be paid upon receipt of the key deliverables for 35 days of work . The breakdown of days will be discussed with the consultant.

The final concept note and scoping study must be submitted by 31 March 2024 .The schedule for key activities and deliverables will be discussed with the consultant. A detailed timeline will be included in the inception report.
