Project Capex Controller

Cost Controller is the linking pin between Finance and project control/management, working closely together with the Project Manager/Program Lead and interacting with HQ functions (Finance, PMO), global/terminal contract and procurement, terminal accounting and reporting teams.

This is to be achieved through value-based teamwork and it is expected that you make constant process improvement in the way we do our business.

Principal Accountabilities and Responsibilities:

  • Facilitate the monthly project reporting process and ensure data quality.
  • Maintain up-to date monthly capital expenditure Maasvlakte II expansion (MVII-E) project report including year to date, rest of year and project estimate to complete.
  • Provide timely and insightful reporting to the Finance business partner and stakeholders, including detailed variance analyses.
  • Ensure proper documentation of any changes to scope or budget of the MVII-E project.
  • Ensure proper approvals are in place before any investment decisions including change management processes.
  • Work very close with Asset delivery team on Finance related tasks i.e. reporting, forecasts, payment execution.
  • Reconcile total commitments reported by the project team with the total Purchase Orders.
  • Review, follow-up and control over bank guarantees and insurance policies related to project contracts.
  • Ensure accurate and timely inclusion of inter/intra-company costs in capital expenditures.
  • Enhance visibility and traceability of capitalization process throughout project cycle.
  • Review supplier invoices related to project and ensure proper approvals are in place from the Asset delivery team.
  • Support in contract management and ensure adherence to contract deliverables, milestones and financial implications.
  • Monthly payment schedule/investment cash flow (with comments on overrun (if any) compared to initial investment plan.
  • Maintain an updated version of the project Financial Model.
  • Preparing business case studies, scenario analysis and long-term forecasts in relation to the project Business Plan.
  • Follow ROFO process described in Finance Handbook and organize the sign offs.
  • Follow Investment Follow-up (IFU) process and support data verification/collection.

Reporting and Scope:

  • You will be working in the financial department of the MVII terminal, with specific and total focus on the MVII-Expansion project.
  • Reporting will be into terminal Head of Finance, as member of the steering committee for this project
  • Functional reporting will be into the project team (mainly Project Controls Lead and Project Director) while maintaining full alignment with the HQ/Project Execution Finance Organization

Experience, Skills and Qualifications

Experience

  • 3-5 Years proven experience as a Cost/CAPEX Controller or similar role, particularly within large-scale projects. 

     

Skills

  • Team player.
  • Fluent in English is a must, and Dutch is preferred.
  • Proficiency in financial analysis, budgeting and variance reporting.
  • Strong knowledge of project management principles, contract structures and financial impact assessment.
  • Advanced skills in Microsoft Excel and other financial software.
  • Effective communication skills to collaborate with cross-functional teams.
  • Excellent attention to detail and problem-solving abilities.
  • Requires a high level of planning and organizational skills.
  • Requires excellent analytical skills, including the ability to extract, compile and analyze data.
  • Must be able to exercise discretion and good judgment.
  • Must be able to handle company information with confidentiality and discretion.

     

Education

  • Bachelor’s degree in finance, accounting, business administration or related field. Master’s degree preferred.
