(Junior) Project Controller

Purpose and Scope of the Position

We are seeking a detail-oriented and experienced Project Controller (PC) to join our team. The PC will play a crucial role in overseeing the financial aspects of our projects, ensuring compliance with ICM policies, donor requirements, and accurate reporting to support project management decisions. The ideal candidate will have a strong background in financial management, excellent analytical skills, and the ability to communicate effectively with internal and external stakeholders.

The PC will be responsible for monitoring the financial progress of ICM projects, including preparation of budgets, monitoring income and expenditure, tracking variances, and maintaining accurate project financial records. Additionally, the PC will play a key role in promoting transparency in financial operations, preparing accurate financial reports for donors, and conducting due diligence for forward funding activities. Your expertise will extend to carrying out financial capacity assessments for member associations and providing tailored training to address any identified gaps.

Role Specific Responsibilities

· Collaborate with project managers, and relevant team members to prepare project budgets, ensuring these align with donor guidelines.

· Ensure proper and timely disbursement of project funds in accordance with internal procedures and approvals.

· Collaborate with project managers to ensure expenditures align with project and donor guidelines.

· Ensure that all income and expenditure related to each project is accurately recorded.

· Prepare monthly income/expenditure reports for each project, identifying variances and ensuring compliance.

· Manage project financial records within ICM’s information management system for GDPR, audit, and donor compliance.

· Ensure transparency in financial operations and adherence to financial procedures and regulations.

· Prepare and submit accurate financial reports to donors.

· Conduct due diligence for forward funding activities, ensuring compliance with organisational policies and procedures.

· Conduct financial capacity assessments for member associations participating in ICM projects and develop strengthening plans to address gaps.

· Provide financial capacity training to member associations based on identified needs.

· Depending on the candidate’s qualifications/experience, this role may also include conducting administrative/internal fraud/misconduct investigations.

Person Specification

The following requirements will be measured as part of the assessment and selection progress:

Education & Qualifications

· Educated to relevant bachelor’s degree level; CPA or equivalent certification preferred.

· Proven experience in project accounting and/or financial management ideally in the development sector.

· Designation as a Certified Fraud Examiner (desirable).

· Evidence of continuous professional development.

· Fluency in reading, writing and English is essential.

· Ability to speak, read and write in French and/or Spanish is desirable.

Experience and Knowledge

· Strong understanding of donor reporting requirements and grant management principles.

· Proficiency in financial analysis and reporting, with advanced Excel skills.

· Familiarity with accounting software and information management systems

· Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.

· Detail-oriented with strong organisational and problem-solving abilities.

· Ability to work independently and prioritise tasks in a fast-paced environment.

· Commitment to upholding ethical standards and ensuring compliance with relevant regulations.

More Information

Location The position is based at the ICM Head Office in The Hague. All applicants must be eligible to work in The Netherlands.

Job grade and salary range The position is a job grade 13 and the salary span for this role is between 2,939 EURO and 4,408 Euro (gross monthly salary excl. holiday pay) and will be based on the specific knowledge and experience of the candidate.

Work schedule The role is for 32 - 40 hours per week. The working pattern will be agreed between the candidate and ICM. This position reports to the Financial Controller and will involve occasional travel for project-related activities.

Start date As soon as possible.
